5,747 Free SIMs Distributed by BISP Within 24 Hours of Wallet Launch

In a major step toward digital governance and transparent service delivery, the Benazir Income Support Programme (BISP) has successfully distributed 5,747 free SIMs to women beneficiaries across more than 30 districts within just the first 24 hours of launching the pilot phase of its Social Protection Wallet (SPW) initiative.
Social Protection Wallet Aims to Modernize BISP Payments
The newly introduced Social Protection Wallet is designed to ensure direct, secure, and dignified access to financial support for women receiving BISP benefits. By shifting to a digital wallet system, BISP aims to eliminate the role of middlemen, reduce fraud, and create a smooth payment experience for millions of low-income households.
Under this system, every eligible woman will receive a free SIM card, through which all future BISP payments, alerts, and official updates will be delivered.
Phase-I Rollout Begins Across 41 Districts
The first phase of SIM distribution officially began on November 17, covering 41 districts. Beneficiaries are receiving their SIMs at BISP Dynamic Registry Centers, where issuance is taking place in a controlled and streamlined environment.
Women are required to bring:
- Their original CNIC, and
- Their personal mobile phone
SIM activation is completed after biometric verification, and beneficiaries are strictly advised to keep their SIMs safe just like their other essential documents.
Phase-II and Phase-III to Expand Coverage Nationwide
The nationwide rollout will proceed in stages to ensure orderly and efficient service:
Phase-II (Starting November 24)
- Coverage: 53 districts
- System: Campsite model
- At least one designated site per tehsil
Phase-III (Starting December 1)
- Coverage: 52 high-load districts
- Setup: Minimum two campsites per tehsil to manage large beneficiary numbers
This phased approach ensures that the entire beneficiary network, spread across all provinces, receives timely access to the new Social Protection Wallet.
Beneficiaries Must Collect Free SIMs by December 31
BISP has issued an important advisory for all eligible women to collect their free SIMs from the nearest BISP office or campsite no later than December 31. Missing the deadline may delay their registration and activation of the digital wallet.
SIM issuance will continue six days a week, ensuring maximum convenience for beneficiaries.
Digital Payments to Eliminate Middlemen and Cash Handling
After SIM issuance, BISP activates the Social Protection Wallet on the same number, enabling secure digital transfers for upcoming payment cycles. This digital shift will:
