10.6 Million Women to Get Free SIMs Under New BISP Digital Initiative

The Social Protection Wallet, which is said to be the biggest SIM-based financial access program in Pakistan’s history, would provide up to 10.6 million free SIMs (Subscriber Identity Modules) to Benazir Income Support Programme (BISP) recipients nationwide.

With the Benazir Income Support Programme starting to provide free SIMs to its female recipients nationwide, the government has made significant progress toward digitizing its social protection system.
By replacing outdated procedures that frequently entailed lengthy lines, handling currency, and the possibility of fraud, the “Social Protection Wallet” program seeks to provide women with immediate and secure access to their financial aid. The SIM will function as each beneficiary’s digital wallet after it is activated, storing all upcoming BISP payments and official communications.
How The New SIMs Are Given To Beneficiaries
Six days a week, SIM distribution takes place in a safe and regulated setting. To obtain the SIM, women must visit BISP’s Dynamic Registry Centers (DRCs) with their original CNIC and cell phone. It is recommended that eligible ladies pick up their SIM cards by December 31 from authorized offices or campgrounds.
BISP activates the Social Protection Wallet on a SIM card as soon as it is issued. This means women will no longer need to rely on cash disbursement points or middlemen to receive their financial assistance. The digital approach is intended to reduce the likelihood of fraud, boost transparency, and give women greater control and dignity over their financial assistance.
Phases Of BISP SIM Disbursement
The first phase of the gradual deployment started on November 17 in 41 DRC districts, where women were given free SIMs following biometric authentication. In the first 24 hours following the pilot’s debut, more than 5,700 SIMs were distributed, encompassing more than 30 districts.
Phase-II will commence on November 24 in an additional 53 districts, while Phase-III will start on December 1 in 52 high-load districts. To handle the massive number of beneficiaries, each tehsil would have many camps.
10 Million Digital Wallet Introduced By PM
Prime Minister Shehbaz Sharif called the August introduction of 10 million digital wallets for BISP recipients a “historic milestone” in Pakistan’s efforts to promote financial inclusion, transparency, and a cashless economy.
In front of federal ministers, BISP representatives, and foreign partners, notably GIZ, the prime minister officially launched the system with a ceremonial palm touch.
Prime Minister Praises BISP’s Chairperson
He commended BISP Chairperson Senator Rubina Khalid and associated institutions for the ‘landmark decision that will secure legitimate recipients and prevent them from excessive hardships’.
The prime minister described the launch as “a great leap towards a cashless economy” and remembered that, in spite of skepticism and opposition from special interests, 78% of the relief package was successfully distributed digitally during Ramadan. “The urgent need of our day is cashless transactions. They help Pakistan advance quickly by bringing efficiency, eradicating corruption, and saving time, he said.
Benazir Income Support Program
The biggest social protection program in Pakistan is called BISP. It gives low-income households, especially those headed by women, financial support to help them pay for necessities like food, healthcare, and education.
The program, named for Benazir Bhutto, was started in July 2008 by the Pakistan People’s Party administration under then-prime minister Yousaf Raza Gilani. Its main goal was to assist low-income families in the wake of the dramatic increase in food and gasoline costs in 2007 and 2008. With a network of 385 tehsil offices, 33 divisional offices, six regional offices, and its headquarters in Islamabad, it serves over 10 million beneficiary families across the country.
